In charge of the vast territory of Africa, Elaine de Calinot, a 15th century
French noblewoman, has been presented with a singular challenge. The overall
plan for Africa was to begin with the northern, more civilized region and
gradually work southward along the coasts before venturing into the interior.
As with Abetorius, early chantries were succesful until the arrival of the
Assamites, which wiped out most of the Tremere inroads. The arrival of European
colonizers gave the Tremere a second opportunity to sieze the continent,
but success is still limited.
Elaine is actually the third councilor to be given this assignment; her
two male predecessors disappeared under mysterious circumstances. Rumor
says that they have lost their faculties for some reason and have reverted
to beastial ways. Other Tremere have only been told that these councilors
left their posts, though they are commonly believed to be dead.
Elaine's most controversial policy is a fairly recent one: she has begun
Embracing locals who have shown magical potential, a policy which has not
been well received though it has seemed to show promise. Her detractors
are quick to point out that Elaine herself has been unreachable in recent
months; they point to this as proof of the foolishness of her plan. There
are rumors, however, that Elaine has simply entered a new phase of her plan.
She is said to be travelling throughout her territory seeking out those
who show both magical and leadership potential. She then Embraces these
individuals and sets them up as Roman-style local governors, a technique
which she hopes will win over more of the residents. Apparently, however,
she has only succeeded in making those whom she Embraces hated and feared
by their neighbors. Reports of localized unrest in those areas she has visited
seem to indicate that the locals resent the newly-created Kindred enough
to openly rebel against them. It would seem that the governors were simply
not protected well enough, as Elaine lacks any kind of Roman Legions to
assist them.
